Key figures for training funding

The financing circuit

The path of training funds follows a now well-defined circuit:

  1. THE employers pay monthly, via the DSN, the CUFPA to the’URSSAF.
  2. L'’URSSAF redistributes the contributions to France Compétences.
  3. France Compétences redistributes to OPCO (skills plan for very small and small businesses, apprenticeships), at the Caisse des dépôts (CPF) and to France Work (training for job seekers).

Business contributions

The Single Contribution for Vocational Training and Apprenticeships (CUFPA)

Effective since 1er As of January 2019, the CUFPA is declared monthly via the DSN, like social security contributions:

  • Fewer than 11 employees : 1.23 % of the payroll
  • 11 employees or more : 1,68 %

The conventional contribution

Some sectors have negotiated agreements requiring an additional payment to the OPCO (Skills Operator), beyond the legal minimum. Check with your affiliated operator.

Voluntary contribution

Any company can make voluntary payments to its OPCO to finance specific actions and access enhanced services.

The main financing mechanisms

OPCO funding

OPCOs finance the skills development plan for very small and small businesses, apprenticeship contracts, sectoral collective actions at negotiated rates and CPF co-financing. Discover the OPCO funding options in detail.

The FNE-Formation

The FNE-Formation has financed employee training to cope with major transitions (ecological, digital, food, demographic). The scheme was not renewed for 2025-2026. Learn more about the FNE-Formation program.

The ESF+ 2025

The European Social Fund (ESF+, 2021-2027 programming) finances up to [amount] via certain OPCOs 50 % of the costs Training courses on in-demand professions, career transitions, and transferable skills. Several OPCOs have extended funding until June 30, 2026. Learn more about the ESF+ 2025.

The CPF

The Personal Training Account (CPF) allows every working individual to finance certified training courses throughout their career. Companies can contribute to their employees' CPF accounts in a collaborative approach to CPF development. Learn more about the CPF.

Retraining schemes

The retraining period (since January 2026) and the Professional Transition Project (PTP, via the Transitions Pro associations) make it possible to finance a change of profession while maintaining remuneration. Learn more about retraining funding.

Regional and European co-financing

Regional councils co-finance training for job seekers, young people entering the workforce, and some employees undergoing career transitions. The ESF+ (a national program managed by the State) supports projects promoting employment, skills development, and social inclusion.
