Through the FNE-Formation program, the French government funded skills development for employees in companies facing major transformations: ecological, food, digital, and demographic transitions. Note: this program was not renewed for 2025-2026, but other funding options are available.

What is the current status of the FNE-Formation program?

The scheme was not formally agreed upon in 2025, and the 2026 draft budget does not foresee any new commitments. The information below describes the rules of the last campaign (2024), useful for understanding the logic of the system should it be reactivated.

Key points of the system

Eligible companies

All entities engaged in economic activity were eligible, regardless of their legal status: businesses, craftspeople, and associations with regular economic activity. Priority targeting could be applied in favor of SMEs.

Eligible audiences

All employees were eligible, with the exception of apprentices (apprenticeship and professional training contracts). Employees aged 55 and over could be given priority, with a view to maintaining their employment.

Priority areas for training

  1. Ecological transition : training necessary for the energy transition, environmental protection and adaptations related to the energy crisis.
  2. Food and agricultural transition : reorganization of agricultural and agri-food sectors (organic farming, crisis management, etc.).
  3. Digital transition Strategic, innovative projects (artificial intelligence, robotics, virtual reality), cybersecurity and data protection. Basic office skills training was excluded.
  4. Demographic transition : challenges of population aging and early childhood in the health, social and medico-social sectors.
  5. Major events : training courses related to the 2024 Olympic and Paralympic Games and Worldskills 2024.

Eligible training courses and conditions

All educational pathways leading to a professional objective were eligible: theory, practice, in-person, distance learning, and on-the-job training. Mandatory training (safety, professional regulations) and apprenticeship programs were excluded.

  • Maximum duration of the course: 12 months
  • Qualiopi certified training organization OBLIGATORY
  • No retroactivity The training was scheduled to begin after the OPCO (Skills Operator) approved the funding.
  • Employer's commitment to keep the employee in employment throughout the entire duration of the training.

Amounts covered

All implementation costs were covered: training costs, participant fees, accommodation, transport, etc. The reimbursement rate varied according to the size of the company (more favorable to micro-enterprises and SMEs), up to a limit of 3 million euros per training project. Any other public co-financing was excluded; the remaining share remained the responsibility of the employer.

The OPCOs processed and validated applications for funding under the FNE-Formation scheme, according to the priorities defined in their agreements with the Ministry of Labour.
