CSSCT: role, operation and obligations
The Health, Safety and Working Conditions Committee (CSSCT) occupies a specific place within the Social and Economic Committee (CSE). It primarily deals with issues related to the prevention of occupational risks and the improvement of working conditions.
Its action is part of a comprehensive approach aimed at protecting the health of employees and strengthening safety within the company.
In what cases is the CSSCT mandatory?
The establishment of a CSSCT depends on the size and activity of the company.
It is mandatory in structures with at least 300 employees, as well as in organizations exposed to particular risks, such as sensitive industrial sites (Seveso, nuclear, mining activities).
Apart from these situations, its creation may result from an agreement between the employer and employee representatives. In the absence of an agreement, its operation is governed by legal provisions.
Composition and organization
The committee is chaired by the employer or their representative. It is composed of elected members of the Works Council (CSE), chosen from among the full or alternate members, with a minimum of three members.
Depending on the topics covered, external stakeholders may be involved in the work: occupational physician, labor inspector, safety managers or representatives of prevention organizations.
The members of the CSSCT have dedicated resources to carry out their missions: delegation hours, access to risk-related information, and the possibility of conducting internal investigations.
The missions of the CSSCT
The CSSCT intervenes mainly on three axes: risk prevention, promotion of health at work and improvement of working conditions.
In concrete terms, she participates in the analysis of work situations, contributes to the adaptation of positions and conducts awareness-raising actions, particularly on psychosocial risks.
It also plays an active role in the study of work accidents and in updating the single document for the assessment of occupational risks (DUERP).
Its missions also include proposing concrete measures: improving jobs, preventing harassment or sexism, supporting the return to work after an accident or illness.
A key role in the prevention process
The Health, Safety and Working Conditions Committee (CSSCT) plays a central role in social dialogue on health and safety issues. It participates in Works Council (CSE) meetings whenever these topics are discussed.
It also helps to analyze social data and monitor actions implemented as part of risk prevention.
A structured regulatory framework
The operation of the CSSCT is defined by agreement or, failing that, by the Labor Code. This includes the duration of mandates, the frequency of meetings (at least quarterly) and the procedures for intervention.
Training for members is mandatory and funded by the company. It enables elected representatives to acquire the necessary skills to analyze risks and propose appropriate actions.
