The funding channels for vocational training

Since the law of September 5, 2018, "for the freedom to choose one's professional future," the entire training funding system has been redesigned: collection by URSSAF (the French social security agency), allocation by France Compétences (the national skills development agency), and redistribution via OPCOs (Skills Operators) and the Caisse des Dépôts (a public financial institution). OPCO funding

As key players in vocational training, skills operators (OPCOs) inform, advise, and support companies and their employees in their training and apprenticeship projects. MDConseil Formation works with all OPCOs to facilitate the funding of your training programs.

FNE Training

Through the FNE-Formation program, the French government funded skills development for employees in companies facing major transformations: ecological, food, digital, and demographic transitions. Note: this program was not renewed for 2025-2026, but other funding options are available.

ESF+ 2025

The European Social Fund Plus (ESF+) program, "Employment, Inclusion, Youth and Skills," funds training initiatives through certain Skills Operators (OPCOs) that address major sectoral challenges: in-demand professions, career transitions, and transferable skills. Several OPCOs have extended funding until June 30, 2026.

The CPF – Personal Training Account

The Personal Training Account (CPF) allows every working individual to accrue professional training rights, which can be used throughout their working life. Funded in euros since 2019, it is easily managed via the MonCompteFormation platform and can be integrated with your company's training policy.

Funding for the retraining

Since January 1, 2026, the "retraining period" has replaced the Transco and Pro-A programs to support employees who wish to change careers, both internally and externally. With the Professional Transition Project and the CPF (Personal Training Account), several mechanisms are available to finance a career change without sacrificing salary.
