Les managers, eux, se voient souvent proposer des contenus tr&#232;s th&#233;oriques, centr&#233;s sur la r&#233;glementation ou sur des pr&#233;sentations descendants, sans lien direct avec leurs pr&#233;occupations quotidiennes. R&#233;sultat&#160;: la formation est subie plus que choisie, et son impact sur les comportements r&#233;els reste limit&#233;.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Concevoir un plan de formation s&#233;curit&#233; r&#233;ellement efficace pour les managers suppose d&rsquo;abord de clarifier ce que l&rsquo;on attend d&rsquo;eux. Un manager de proximit&#233; n&rsquo;est pas un expert HSE, mais il a un r&#244;le central dans la pr&#233;vention&#160;: organiser le travail de mani&#232;re s&#251;re, donner du sens aux r&#232;gles, rep&#233;rer les situations dangereuses, r&#233;agir en cas d&rsquo;incident, animer des temps d&rsquo;&#233;change sur la s&#233;curit&#233;, int&#233;grer ces enjeux dans les arbitrages quotidiens. Un responsable de site ou de d&#233;partement, de son c&#244;t&#233;, doit &#234;tre capable de piloter des indicateurs, de fixer des objectifs, d&rsquo;animer une politique locale de pr&#233;vention, de dialoguer avec les services HSE et les repr&#233;sentants du personnel. Le plan de formation doit donc &#234;tre con&#231;u en fonction de ces attentes diff&#233;renci&#233;es, et non comme un &#8220;package&#8221; unique.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Une fois ces r&#244;les pr&#233;cis&#233;s, il est utile d&rsquo;identifier les comp&#233;tences cl&#233;s &#224; d&#233;velopper. Parmi elles, la capacit&#233; &#224; analyser un poste ou une situation de travail, &#224; mener un &#8220;tour de terrain&#8221; efficace, &#224; conduire un entretien apr&#232;s un incident, &#224; animer un quart d&rsquo;heure s&#233;curit&#233;, &#224; g&#233;rer les tensions entre exigences de production et exigences de s&#233;curit&#233;. Mixer des formats &#8211; ateliers en pr&#233;sentiel, modules courts &#224; distance, coaching individuel, &#233;changes de pratiques entre pairs &#8211; permet de mieux s&rsquo;ajuster. Int&#233;grer des s&#233;quences de formation dans des &#233;v&#232;nements d&#233;j&#224; existants (s&#233;minaires de managers, r&#233;unions de service) peut &#233;galement faciliter l&rsquo;appropriation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Un plan de formation s&#233;curit&#233; efficace ne doit pas rester fig&#233;. Les retours des participants, l&rsquo;analyse des incidents, les &#233;volutions de l&rsquo;activit&#233; doivent alimenter r&#233;guli&#232;rement son ajustement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le soutien explicite de la direction est une autre condition de r&#233;ussite. Lorsque le COMEX ou le CODIR affiche la formation s&#233;curit&#233; des managers comme une priorit&#233;, l&rsquo;inscrit dans les objectifs, accepte d&rsquo;y consacrer du temps et des moyens, la l&#233;gitimit&#233; du dispositif en est renforc&#233;e. Ils cessent de la percevoir comme un domaine technique r&#233;serv&#233; &#224; des sp&#233;cialistes, pour la consid&#233;rer comme une composante &#224; part enti&#232;re de leur r&#244;le.
