Ces installations, qui h\u00e9bergent et traitent des volumes consid\u00e9rables de donn\u00e9es, pr\u00e9sentent des sp\u00e9cificit\u00e9s techniques et des risques professionnels qui n\u00e9cessitent une approche d&rsquo;\u00e9valuation des risques particuli\u00e8rement rigoureuse. Selon l&rsquo;enqu\u00eate d&rsquo;Interop, 52 % des travailleurs cadres en data centers ont eu connaissance d&rsquo;un accident humain au moins, et 14 % t\u00e9moignent de 4 accidents ou plus, r\u00e9v\u00e9lant l&rsquo;ampleur des enjeux de s\u00e9curit\u00e9 dans ce secteur.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Face \u00e0 une r\u00e9glementation en \u00e9volution constante et \u00e0 l&rsquo;\u00e9mergence de nouvelles technologies, les dirigeants d&rsquo;entreprise, responsables des ressources humaines et charg\u00e9s de pr\u00e9vention doivent ma\u00eetriser les sp\u00e9cificit\u00e9s de l&rsquo;\u00e9valuation des risques dans ces environnements techniques complexes. General obligations under the Labour Code<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">L&rsquo;article L. 4121-1 du Code du travail impose \u00e0 l&#8217;employeur une obligation g\u00e9n\u00e9rale de s\u00e9curit\u00e9 : <em>\u00ab L&#8217;employeur prend les mesures n\u00e9cessaires pour assurer la s\u00e9curit\u00e9 et prot\u00e9ger la sant\u00e9 physique et mentale des travailleurs. \u00bb<\/em> This obligation is specifically addressed in the context of data centers through several provisions:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Risk assessment<\/strong> : L&rsquo;article R. 4121-1 impose la transcription des r\u00e9sultats de l&rsquo;\u00e9valuation des risques dans un document unique, particuli\u00e8rement critique dans les data centers compte tenu de la diversit\u00e9 et de la complexit\u00e9 des risques pr\u00e9sents<\/li>\n\n\n\n<li><strong>Training and information<\/strong> : L&rsquo;article L. 4141-1 oblige l&#8217;employeur \u00e0 organiser une formation pratique et appropri\u00e9e en mati\u00e8re de s\u00e9curit\u00e9, incluant les risques sp\u00e9cifiques aux environnements techniques des data centers<\/li>\n\n\n\n<li><strong>Personal protective equipment<\/strong> : L&rsquo;article R. 4321-1 et suivants encadrent la fourniture d&rsquo;EPI adapt\u00e9s aux risques \u00e9lectriques, chimiques et physiques pr\u00e9sents dans ces installations<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">1.2. Specifics of the Building and Housing Code<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Le Code de la construction et de l&rsquo;habitation (CCH) s&rsquo;applique diff\u00e9remment selon que le data center est construit sp\u00e9cifiquement ou int\u00e9gr\u00e9 dans un b\u00e2timent existant :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Specific constructions<\/strong> : L&rsquo;article R. 111-2 du CCH impose le respect des r\u00e8gles de s\u00e9curit\u00e9 contre l&rsquo;incendie, particuli\u00e8rement critiques dans les data centers compte tenu des charges calorifiques importantes et des syst\u00e8mes d&rsquo;extinction sp\u00e9cialis\u00e9s<\/li>\n\n\n\n<li><strong>Integration into existing buildings<\/strong> : Les articles R. 143-2 et suivants encadrent les modifications d&rsquo;usage, souvent n\u00e9cessaires lors de l&rsquo;installation d&rsquo;un data center dans un b\u00e2timent non con\u00e7u initialement \u00e0 cet effet<\/li>\n\n\n\n<li><strong>Accessibility and evacuation<\/strong> : Les dispositions relatives \u00e0 l&rsquo;accessibilit\u00e9 (articles R. 111-19 et suivants) doivent \u00eatre adapt\u00e9es aux contraintes de s\u00e9curit\u00e9 sp\u00e9cifiques des data centers<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">1.3. EN 50600 standard and technical reference documents<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">La norme EN 50600 est une norme europ\u00e9enne pour les data centers qui utilise une approche holistique pour fournir des sp\u00e9cifications compl\u00e8tes pour la planification, la construction et l&rsquo;exploitation des data centers. Classification of data centers and differentiated obligations<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">2.1. Classification by size and regulatory impact<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Regulatory requirements vary depending on the size and capacity of the facilities:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Micro data centers (&lt; 40 kW)<\/strong> : G\u00e9n\u00e9ralement non soumis aux r\u00e9gimes ICPE, ces installations rel\u00e8vent uniquement du droit commun du Code du travail. L&rsquo;\u00e9valuation doit couvrir les risques \u00e9lectriques, thermiques et d&rsquo;incendie sp\u00e9cifiques<\/li>\n\n\n\n<li><strong>Data centers d&rsquo;entreprise (40 kW \u2013 1 MW)<\/strong> These installations may be subject to the ICPE declaration regime under section 2910 (combustion) if their thermal power exceeds 2 MW<\/li>\n\n\n\n<li><strong>Hyperscale data centers (&gt; 1 MW)<\/strong> : Selon la taille et la nature des \u00e9l\u00e9ments install\u00e9s, il est important de v\u00e9rifier si cette nouvelle installation entre dans la cat\u00e9gorie des installations class\u00e9es au titre de l&rsquo;ICPE.
